Ivanhoe Civic Precinct Master Plan
Council recently approved the Ivanhoe Civic Precinct Master Plan, which is the first step in revitalising our civic precinct. The Master Plan manages the complex demands for significantly improved and expanded community facilities and dedicated high quality public space with the protection of the heritage listed town hall buildings.
We would like to thank everyone in the community who took part in the recent consultation process. A wide range of views were expressed and many residents took a lot of time and effort to write submissions as well as contribute to workshop sessions. While it is not always possible to accommodate or respond to all views, the strength of opinion over some issues has reinforced the need to engage further with the community as we move forward.
The development of the Master Plan has its foundation in the Ivanhoe Structure Plan where the community set strong aspirations for first-class library facilities within the civic precinct. The Structure Plan sets a clear vision for an Ivanhoe library that is “impressive, contemporary and multi-functional and caters for all age groups and abilities.” The new facility will not only provide space for a significantly enhanced library service, it will also provide purpose-built gallery space, flexible meeting and community rooms and a dedicated Maternal and Child Health facility.
Just as the Master Plan built on the aspirations and expectations in the Structure Plan, the Master Plan itself is just the beginning of the next phase for the civic precinct. It marks a milestone, where a clear direction has been set.
Objectives defined in the Master Plan will be used to guide the detailed work that will need to take place to progress each element, such as the community learning hub, mixed use development, car park and public space. Further consultation with the community will be required to refine each of these elements, and ultimately to realise the vision for the civic precinct defined in the Structure Plan.
Any changes to the existing library building would not be effected until completion of a new facility. The Master Plan proposes that the existing library building will make way for an enhanced public space which will create a stronger connection between the civic precinct and Ivanhoe centre.
